Who's in charge?

It looks like Germany's got a bit of a problem, with neither of the two dominant parties able to get a coalition without the other.

Gerhard Schroder, primarily responsible for his nation's economic stagnation and international irrelevance, has not been decisively toppled by the more reform-minded Angela Merkel.

So sad.
