My God, you really glossed over what the British Empire did, haven't you? What you said:

And, to say that

, yes, it can be construed that Don Rumsfeld did not want to draft reconstruction plans, but the last time I checked, the U.S. was still in Iraq and Afghanistan helping to put those countries back together again.
